Waste Treatment, Transportation, and Disposal, a two-day advanced-level training course, focuses on specific technical and regulatory issues that on-scene coordinators (OSC) must address when treating, transporting, and disposing of waste. U.S. Environmental Protection Agency (EPA) Office of Solid Waste and Emergency Response (OSWER)

The Office of the Assistant Administrator for Solid Waste and Emergency Response provides Agency-wide policy, guidance and direction for the Agency's solid waste and emergency response programs. The Office develops guidelines and standards for the land disposal of hazardous wastes and for underground storage tanks. The Office furnishes technical assistance in the development, management and operation of solid waste activities and analyzes the recovery of useful energy from solid waste. The Office has also undertaken the development and implementation of a program to respond to abandoned and active hazardous waste sites and accidental release (including some oil spills) as well as the encouragement of innovative technologies for contaminated soil and groundwater.

Agency for Toxic Substances and Disease Registry (ATSDR)

ATSDR is directed by congressional mandate to perform specific functions concerning the effect on public health of hazardous substances in the environment. These functions include public health assessments of waste sites, health consultations concerning specific hazardous substances, health surveillance and registries, response to emergency releases of hazardous substances, applied research in support of public health assessments, information development and dissemination, and education and training concerning hazardous substances.

U.S. Department of Transportation (DOT)
This site describes DOT’s Office of Hazardous Materials Safety, which is responsible for coordinating a national safety program for the transportation of hazardous materials by air, rail, highway, and water.

U.S. Department of Energy (DOE) Transporting Radioactive Materials Site

Radioactive materials for use in medicine, agriculture, industry, and science move routinely by truck, train, ship, and airplane. This site provides information on transporting such materials.

Occupational Safety and Health Administration

The mission of the Occupational Safety and Health Administration (OSHA) is to save lives, prevent injuries and protect the health of America's workers. To accomplish this, federal and state governments must work in partnership with the more than 100 million working men and women and their six and a half million employers who are covered by the Occupational Safety and Health Act of 1970.     Contract Laboratory Program (CLP) Target Compound and Target Analyte Lists (TAL)
    The CLP Target Compound and Target Analyte List were originally derived from the EPA Priority Pollutant List. In the years since the inception of the CLP, compounds and analytes have been added to and deleted from this list, based on advances in analytical methods, evaluation of method performance data, and the needs of the Superfund program. CLP laboratories use CLP analytical methods for the isolation, detection, and quantitation of specific target compounds and analytes. The CLP Target Compound and Target Analyte Lists were originally derived from the EPA Priority Pollutant List. In the years since the inception of the CLP, compounds and analytes have been added to and deleted from this list, based on advances in analytical methods, evaluation of method performance data, and the needs of the Superfund program.

    Test Methods for Evaluating Solid Waste, Physical/Chemical Methods (SW-846)
    SW-846 functions primarily as a guidance document setting forth acceptable, although not required, methods for the regulated and regulatory communities to use in responding to RCRA-related sampling and analysis requirements.     Sampling and Analyses Tools
    The EPA Analytical Operations/Data Quality Center currently maintains the following systems to process, analyze, and store the results of laboratory sample analyses from Superfund sites.

    • Data Assessment Tool (DAT)
      DAT is a software-driven process designed to produce enhanced CLP deliverables and more usable reports in standard format.

    • Field Operations Records Management System (FORMS) II Lite
      FORMS is a software program developed by AOC that automates many of the manual procedures associated with documenting sample collection activities, including the completion of sample tags, sample labels, and chain-of custody records.

    • Analytical Services Tracking System (ANSETS)
      ANSETS is a PC-level system designed to allow EPA Regional and Headquarters personnel to collect high level management information regarding Superfund analytical services performed outside the CLP.

    • Superfund Electronic Data Deliverable (SEDD)
      SEDD is a generic information format that will accommodate all environmental analytical results. The estimated completion date for SEDD is March 2000.

      ENVIRONMENTAL DATABASES

        The ENVIROFACTS Warehouse
        This site provides direct access to the wealth of information contained in several of EPA's databases. The Envirofacts Warehouse allows you to retrieve environmental information from EPA databases on Air, Chemicals, Facility Information, Grants/Funding, Hazardous Waste, Spatial Data, Superfund, Toxic Releases, and Water Permits and Drinking Water.

      Comprehensive Environmental Response, Compensation, and Liability Information System (CERCLIS)
      The Superfund Query Form allows you to retrieve data from the CERCLIS database in the Envirofacts Warehouse. Specify a facility by using any combination of facility name and geographic location.

      Resource Conservation and Recovery Information System (RCRIS)
      The Hazardous Waste Query Form allows you to retrieve selected data from the RCRIS database in the Envirofacts Warehouse. Specify a facility using any combination of facility name, geographic location, standard industrial classification, and chemicals.

      RCRAInfo
      RCRAInfo is EPA's comprehensive information system, providing access to data supporting the Resource Conservation and Recovery Act (RCRA) of 1976 and the Hazardous and Solid Waste Amendments (HSWA) of 1984. RCRAInfo replaces the data recording and reporting abilities of the Resource Conservation and Recovery Information System (RCRIS) and the Biennial Reporting System (BRS).
      The RCRAInfo system allows cradle-to-grave waste tracking of many types of information about the regulated universe of RCRA hazardous waste handlers. RCRAInfo characterizes facility status, regulated activities, and compliance histories and captures detailed data on the generation of hazardous waste from large quantity generators and on waste management practices from treatment, storage, and disposal facilities.
      Using cutting-edge technology and a simple architecture, RCRAInfo provides a convenient user interface for the program staff and managers of the EPA and its State and Tribal partners. RCRAInfo data is made available to the public through EPA's Envirofacts Data Warehouse through monthly extracts or through the Right to Know Network. The Right to Know network provides free access to numerous databases, text files, conferences on the environment, housing, and sustainable development. It is operated by two nonprofit organizations - OMB Watch and the Unison Institute - and funded by various government agencies and foundations, including EPA.

      Toxic Release Inventory (TRI)
      The Toxic Releases Query Form allows you to retrieve data from the TRI database in the Envirofacts Warehouse. Your query returns facility information and chemical reports, which tabulate air emissions, surface water discharges, releases to land, underground injections, and transfers to off-site locations.

      ATSDR's Hazardous Substance Release/Health Effects Database (HazDat), provides access to information on the release of hazardous substances from Superfund sites or from emergency events and on the effects of hazardous substances on the health of human populations.

      National Priorities List (NPL) Database
      At this site, you can view or download information about the nation's hazardous waste sites. Those options include database queries, text reports, and maps.
